A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD

September 4, 2012 – 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Moline, Giese, Magnus, Vickerman and Sauer. Also present Aurora Heard, Heidi Winter, and Paul Malone.

MSP to approve the agenda as modified.

MSP to approve the overnight request for Jon Bloemendaal to attend MACFO Conference on October 16-17 in Willmar, MN.

MSP to approve the overnight request for Christy Riley to attend the Southern Minnesota Tourism Annual Meeting in Owatonna, MN September 12-13, 2012.

MSP to approve the overnight request for Jean Christoffels to attend the 2012 MACPZA Annual Conference in Mankato, MN October 3-5, 2012.

MSP to approve the August 28, 2012 minutes.

MSP that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated September 4, 2012 with fund totals as follows and warrants numbered 132944 through 132996:

MSP to approve the FY2013 Snowmobile Maintenance Grant Agreement (#51393) for the Beaver Creek Trail for $29,356.20.

MSP Resolution 2012-09-04-02 Setting the 2013 Preliminary Levy and Budget Hearing.

MSP to approve CUP No. 1282 for Kluis Farms to expand an existing feedlot by construction of a total confinement barn with concrete manure storage pit to house 600 head slaughter steers (600 animal units) in the Agriculture District. After construction and expansion, the site total would be 150 cows (105 AU), 150 cow/calves (150 AU), and 600 slaughter steers (600 AU), for 855 total AU in the E1/2, Section 28 of Fenton Township based on the recommendation of the Planning Commission.

MSP to approve Application #279 Preliminary Plat: Rosemary Beach Third Addition Section 1, Valhalla Island, Mason Township for a new subdivision in the Shoreland Residential District on Lake Shetek, a General Development Lake with the addition of the wetland note to the plat.

MSP to approve CUP No.1281 for Russell Manderscheid to expand an existing feedlot by construction a total confinement barn with concrete manure storage pit to house 2,000 head finishing swine (600 animal units) in the Agriculture District based on the recommendation of the Planning Commission.

MSP RESOLUTION NO. 2012-09-04-02 Setting the 2013 Employee Cafeteria Plan Contribution Amounts. Open Forum – No members of the public were present.

MSP to approve the Commissioner Vouchers for the period of August 19, 2012 to September 1, 2012.

MSP to approve to go into closed session at 10:23 a.m. pursuant to Minnesota Statute 13D.05, subd. 2 (b), for the purpose of allowing the Board to consider complaints or charges against an individual subject to its authority.

MSP to approve the End O Line Interim Director position end on October 15, 2012.

The meeting adjourned at 10:50 a.m.

A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD

September 11, 2012, Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Moline, Giese, Magnus, Vickerman and Sauer. Also present Aurora Heard, Heidi Winter Absent: Paul Malone.

At 8:15 a.m. the Board Chair called for bids for project number SAP-51-599-65 Moulton Township Bridge. Bids were opened as follows:

The bids were taken to the Highway Department for tabulation and proofing. The meeting recessed at 8:20 a.m.

The meeting was called back to order.

Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Robert Moline, John Giese, Gerald Magnus. Also present Aurora Heard, Heidi Winter, Absent: Kevin Vickerman, William J. Sauer, and Paul Malone.

MSP to approve accepting the low bid from Midwest Contracting, LLC. The meeting adjourned at 1:15 p.m.

MSP to approve the September 4 and September 11, 2012 minutes.

MSP Resolution 2012-09-18-01, Multi-Agency Law Enforcement Joint Powers Agreement for Minnesota Internet Crimes Against Children (ICAC) task force.

MSP Resolution 2012-09-18-02, APPOINTING FRANK ENGELS, BRENT FEIKEMA AND JANICE MOEN TO THE LINCOLN PIPESTONE RURAL WATER SYSTEM BOARD OF COMMISSIONERS.

MSP that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated September 18, 2012 with fund totals as follows and warrants numbered 133076-133152:

MSP RESOLUTION NO. 2012-09-18-03, RESOLUTION ESTABLISHING THE ABSENTEE BALLOT BOARD.



MSP to accept a donation of $2,053.94 from the Murray County Agricultural Society restricted for the purpose of offsetting expenses related to upgrades to the Cattle Barn on the fairgrounds (receipt code: 01-110-115-5760).



MSP to contract with Myron Johnson to perform snow removal services for the Human Service Complex during the 2012-2013 snow season for the proposal amount of $42.00 per hour, further moving to authorize the County Auditor-Treasurer to execute the contract on behalf of the County. MSP RESOLUTION NO. 2012-09-18-04, Approving the 2012 Forfeited Land Parcels as Non-Conservation Lands



MSP Resolution No. 2012-09-18-05, Adoption and Implementation After BWSR Approval



MSP to approve going out for quotes for the Fairgrounds sidewalk which will be opened on October 2, 2012 at 9:30 a.m.



MSP to approve the quote in the amount of $2,580 from Joe Schreier for labor for the End-O-Line Park Shingling of bathrooms and visitor center.



MSP to approve accepting the quote from Slayton Building Materials in the amount of $4,130.73 for materials for shingling the End-O-Line Park bathrooms and visitor center with the cost being offset by a reimbursement in the amount of $1,191.70 due to the previous shingles being faulty. Open Forum / Public Comment – No members of the public were present.



MSP to approve County Board attendance on September 19 at Southwest Minnesota State University Regional Event Center for an Area Transportation meeting.



MSP to approve changing the 2012 Association of Minnesota Counties Voting Delegate from Auditor/Treasurer Heidi Winter to County Coordinator Aurora Heard.



MSP to approve the quote in the amount of $7,592.60 from Highway Products Inc. for a pick up topper.



MSP to approve the Commissioner Vouchers for the period of September 2, 2012 to September 15, 2012. The meeting adjourned at 10:54 a.m.

A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD



September 25, 2012 – 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Moline, Giese, Magnus, Vickerman and Sauer. Also present Aurora Heard, Heidi Winter, and Paul Malone.



MSP to approve the agenda as modified.



MSP that the Commissioners appointed as Inspectors in and for the County of Murray, are hereby instructed to examine and inspect that portion of the foregoing described County and Judicial Ditches, lying within the County of Murray, for the purpose of determining what repairs are necessary, and if deemed necessary, to prepare either a cost estimate of said repair, or order said repairs to be made, with a report to be given thereon at a Murray County Board of Commissioner’s meeting.



MSP approval to accept the report of the Ditch Committee of the County and Judicial Ditches lying within the County of Murray on those petitions for repair that have been inspected for determining what repairs, if any, are necessary, the extent and nature of such repairs, an estimated costs of such repairs or a list of bills presented for payment that will enable said ditches to answer their purposes and to pay all bills contained within the report, a total of $3522.00.



MSP RESOLUTION 2012-09-25-01, TRANSIT CONSORTIUM 2013-14 Buffalo Ridge Transit and State of Minnesota Grant Agreement



MSP to approve to sign contract number 20113 for state project number SAP 51-599-65 (Moulton Township Bridget #51J07).



MSP to approve with regret the resignation of Jennifer Hagedorn as the Sunrise Terrace Director effective October 8, 2012.



MSP to approve the recruitment process of a Sunrise Terrace Director. Open Forum- Gene Short was present. Mr. Short discussed redistricting. The meeting adjourned at 10:45 a.m.
